The incorporated City of St. Augustine permits through its own Planning & Building Dept via the city Permit Portal — and in the downtown/historic district, the Historic Architectural Review Board (HARB) must issue a Certificate of Appropriateness before any building permit. Most surrounding (unincorporated) addresses permit through St. Johns County Building Services using the county’s WATSWebX online system.
